Contact Cement
I found that 3m contact cement works really good on these blue tarps, if you take some light sandpaper and roughen up the seam path a little bit.
I also used the duct tape as a backup as well. That 3m cement and sanding will pull the top layer of plastic off if you try to part the glued peices.
